Background
The California Superior Court system in Orange County issued a Request for Proposal for Skip Tracing services from qualified vendors that could assist the Court in the resolution of debts owed.
Their unique situation and needs were an ideal match for the strengths of the Enformion platform.
The Court’s debtors are often recently released from incarceration, or the information provided may no longer be valid, particularly if obtained before a period of imprisonment. To integrate effectively with the Court’s collections workflow, two data access methods, a web-based investigative research application, and a batch file processing service were required to extract and integrate contact information from the data provider and into the Court’s case management system.
Data Requirements
- Name
- Complete current address
- Social Security Number
- Also known as (AKAs)
- Doing business as (DBA)
- Prior or other addresses
- Current and prior or other phone numbers
- Status of the individual, such as bankruptcy or deceased
- Birth date
- Relatives, associates, and neighbors

System Software Requirements
- Court staff supervision requires ability to audit usage
- Ability to view vendor invoicing online
- The ability to recall previously generated reports for at least six months
- Training provided for the Court’s staff during onboarding
Goals
To provide a web services API and batch file processing, enabling an upgrade path for systems modernization.
