Case Study: CA Superior Court, Orange County

California Superior Court, Orange County

The following case study shows how Enformion for Civil Enforcement (ECE) can meet a Court’s skip tracing needs, both now and in the future.

The California Superior Court system in Orange County issued a Request for Proposal for Skip Tracing services from qualified vendors that could assist the Court in the resolution of debts owed.

Their unique situation and needs were an ideal match for the strengths of the Enformion platform.

The Court’s debtors are often recently released from incarceration, or the information provided may no longer be valid, particularly if obtained before a period of imprisonment. To integrate effectively with the Court’s collections workflow, two data access methods, a web-based investigative research application, and a batch file processing service were required to extract and integrate contact information from the data provider and into the Court’s case management system.

Data Requirements

  • Name
  • Complete current address
  • Social Security Number
  • Also known as (AKAs)
  • Doing business as (DBA)
  • Prior or other addresses
  • Current and prior or other phone numbers
  • Status of the individual, such as bankruptcy or deceased
  • Birth date
  • Relatives, associates, and neighbors

System Software Requirements

  • Court staff supervision requires ability to audit usage
  • Ability to view vendor invoicing online
  • The ability to recall previously generated reports for at least six months
  • Training provided for the Court’s staff during onboarding

Government entities at all levels are experiencing financial challenges. Reasonable cost is another factor that sets Enformion for Civil Enforcement apart from the competition. ECE is offered for $60.00 per seat on GSA Schedule 70, NASPO ValuePoint Cloud Solutions, and the US Library of Congress’ FEDLINK.

The Enformion Approach

Enformion proposed the Enformion for Civil Enforcement (ECE) product to meet the Court’s needs. ECE includes features and data content to meet all of the Court’s use case requirements, while also including Enformion’s batch file services with an upgrade path to our web services API gateway when the Court is ready.

Our primary goal was to provide a web services API and batch file processing, enabling an upgrade path for systems modernization.

In addition to the minimum requirements, ECE also adds:

  • Real property ownership
  • Risk factors
  • Customizable batch processing
  • Criminal records
  • Sex offender registry
  • Professional licenses
  • Criminal and civil court dockets
  • Corporate, partnership, LLC/LLP, and sole proprietorship business content
  • Comprehensive person and business reports
  • “Unbanked” data sources for difficult-to-find individuals
